okay, I thought it was a mistake that you said the conversion is archived, which doesn't make a whole lot of sense to do so, since you now claim that you can edit the native footage.
let me get this clear, you are able to edit(smooth playback) the native properly on your i7? no proxy, no conversion, right?

Deleted my old 5dmkii files a log time ago, so I tried it with DPR's 5d video files. The DPR files involved much, much more panning (mine were mainly stationary on the tripod, bright colored stationary backgrounds), and results where mixed. One file skipped every other frame, one skipped a good 80% of the frames, and one played perfectly for 5s (which was about the time slots I used when editing my MKII files). I believe that it may have just been a luck of the draw on video content, editing style, and the fact I had it isolated to two cores (checked again, indeed does only utilize two cores at most during decode), so turbo might have kicked in to provide a bit more power than usual. Any external decoder should do better than the internal one, so I did a test using a frame server and ffdshow.
With video editors toolkit and avisynth, worked fine for a while... Then something got screwed up and premiere crashes every time an AVS file is loaded. I'll try to get it back up and working for a proper test.
Basically, yea, you're right that 5dmkii files are pretty much garbage in premiere, though depending on what you shoot, your editing style, and your luck, you may not even notice any issues . Third party decoders are suggested, or just converting the file if you want to save money (converting using megui that is).
EDIT: Got AVISYNTH frame serving back up again. ffdshow using ffmpeg-mt works just fine. Oddly though, only 20090518 and before seems to work for me, newest ffdshow causes all avisynth compatible encoders and editors (players are fine) to quit. I'll have to investigate. If you want cheap, realtime editing, frame serving with avisynth is a good option, though transcoding may be a bit more robust in the end.
